The forward trained with the Championship club on Tuesday morning but terms have since been agreed and he was expected to travel to the Midlands for a medical.
Villa boss Dean Smith was in charge of the Bees when they signed Watkins from Exeter in 2017 and made him his top target in attack when Brentford were beaten by Fulham in the play-off final.

The decision to go all out for Watkins comes after Villa missed out on the chance to sign Callum Wilson from Bournemouth.
Smith is desperate to improve his attacking options, both through the middle and wide.
Neither Wesley – who is still recovering from a serious knee injury – nor Mbwana Samatta made a significant impact last season, when Villa avoided the drop on the final day of the campaign.

Villa want Watkins in place by the time they start their campaign against Sheffield United on September 20.
Villa are not in action this weekend as they were scheduled to face Manchester City, who have been given a week’s grace by the Premier League due to their involvement in the Champions League last month.
Villa have also made enquirers over Cherries striker Josh King but that interest will be cooled with the signing of Watkins.
